The United Kingdom and the United States have reached a important commercial pact that will preserve zero levies on UK drug exports going into the American market.

The Terms of the Pact

Under the terms of the agreement, the UK has pledged to increase expenditure on pharmaceuticals through the National Health Service (NHS). This pledge guarantees that import taxes on these key exports will be held at zero for a timeframe of 36 months.

This deal follows previous warnings to significantly raise tariffs on branded drug products, with figures discussed up to double the cost.

"This agreement between the UK strengthens the worldwide climate for new treatments and introduces much-needed equity to transatlantic medicine commerce," a statement noted.

Trade Impact

Medicines represent one of the the United Kingdom's biggest goods shipped to the America, which is by far the largest destination for major companies like GSK and AstraZeneca.

Export figures show that in the 12 months leading up to September, the UK exported pharmaceutical products worth over eleven billion pounds to the US. This value made up a significant portion of British export trade in that period.

"This guarantee protects employment, stimulates investment and facilitates the UK to emerge as a worldwide center for life sciences," a minister stated.

Key UK Commitments

The deal involves several specific pledges from the British government:

  • Higher Cost Ceiling: The UK will increase the price threshold at which it considers new treatments to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a goal to raise total health service expenditure on medicines from 0.3 percent of GDP to 0.6% over the coming ten years.
  • Payback Limit: The percentage manufacturers must refund to the NHS to prevent overspending will be capped at 15%. In the past, refunds topped twenty percent.

Recent Tensions

The pact takes place against a ongoing row between the sector and the UK government over medicine costs and regulatory access.

These tensions were intensified by claims that American customers were paying significantly more for the equivalent treatments than patients in the UK and Europe.

Over the last 18 months, several significant pharmaceutical investments in the UK have been paused or scrapped, while major investments have been announced toward projects in the United States.

The Science Minister publicly accepted that the NHS had to invest a greater share on treatments, noting that its spending on drugs had declined as a proportion of its overall budget over the last ten years.
